Can I e-mail if I have an internet connection but don't have e-mail installed on my computer?

In Email Settings, General, Email method choose SMTP Client if you don't have e-mail installed on your computer.  You will then need to enter the correct settings in "SMTP Parameters".  If you want to use your installed mail program, choose Default Email client.

Configure the parameters if I don't have e-mail installed on the ResourceMateŽ computer

In Email Settings, SMTP Parameters, set the Mail server, port,  type, account and password based on information obtained from your systems person or your Internet Service Provider.
